Romney vetoed a bill in 2004 that would have allowed illegal immigrants to obtain in-state tuition rates at state colleges if they graduated from a Massachusetts high school after attending it for at least three years and signed an affidavit affirming that they intended to seek citizenship. Romney vowed to veto the bill again if it ever made it to his desk, arguing that the bill would cost the state government $15 million and that the state should not reward illegal immigration. In 2005, the bill was reintroduced to the House, backed by Representative Marie St. Fleur. The in-state immigrant tuition bill was brought to another vote on January 11, 2006 and was overwhelmingly defeated by a total of 96-57 . Romney applauded the decision.

We need:

 

  1. Strong border and internal enforcement and security;
  2. An enhanced, fair and workable employee verification system that eliminates the burden and uncertainty of the current workplace enforcement system;
  3. A temporary worker program that enables willing foreign workers to be matched with participating employers to meet increasing workforce needs;
  4. Provisions that will allow undocumented workers to earn legal status so that they can continue to remain in the workforce.

 

 

Why the House-Passed, Narrow “Enforcement Only” Bill is NOT ACCEPTABLE

(The Border Protection, Antiterrorism, and Illegal Immigration Control Act HR 4437):

  • The House of Representatives bill (H.R. 4437) includes only enforcement provisions, which is only one-fourth of the comprehensive immigration “reform pie.” The bill would impose costly new unfunded mandates and draconian penalties on both employers and employees.
  • H.R. 4437 will expand a very limited “Basic Pilot” employee verification test program by requiring ALL employers to run all previous hires, as well as new hires through this electronic/telephonic database system. In tests, this database system has been shown to have a very high data error rate that would further complicate and confuse the employee verification process and leave employers even more vulnerable to liability risk. This new burden would be added on top of current I-9 paperwork verification requirements.
  • H.R. 4437 will increase substantive infractions exponentially for employers and eliminate any penalty cap.
  • H.R. 4437 will increase paperwork infractions by 25 times from $1000 per infraction to as much as $25,000.
  • H.R. 4437 does not fix our broken immigration system. It only imposes additional unfunded mandates on businesses, confusing new requirements and onerous penalties on top of an already confusing and inefficient system.
