Presidential Vetos as a good idea promoting algorithm

Presidential Veto

Engineering purpose: Give executive branch power to reject legislation it deems unwise or unconstitutional.

How it works:

  • President can reject any bill passed by Congress
  • Congress can override with 2/3 supermajority in both houses
  • Veto can be partial (line-item, in some state constitutions) or total

Why this promotes good ideas:

  1. Executive expertise: President sees practical implementation challenges legislators might miss
  2. Different perspective: Single executive has unified vision vs. fragmented legislature
  3. High bar for bad ideas: Bad legislation needs either presidential approval OR 2/3 supermajority
  4. Forcing mechanism: Threat of veto encourages Congress to craft laws president will accept

Modern engineering analog: Pull requests in software development require reviewer approval before merging code. Reviewer catches errors developer missed.

What the Founders would add today: Requirement that veto messages include detailed reasoning, empirical objections, suggested amendmentsβ€”not just political disagreement.
