Presidential Veto
Engineering purpose: Give executive branch power to reject legislation it deems unwise or unconstitutional.
How it works:
- President can reject any bill passed by Congress
- Congress can override with 2/3 supermajority in both houses
- Veto can be partial (line-item, in some state constitutions) or total
Why this promotes good ideas:
- Executive expertise: President sees practical implementation challenges legislators might miss
- Different perspective: Single executive has unified vision vs. fragmented legislature
- High bar for bad ideas: Bad legislation needs either presidential approval OR 2/3 supermajority
- Forcing mechanism: Threat of veto encourages Congress to craft laws president will accept
Modern engineering analog: Pull requests in software development require reviewer approval before merging code. Reviewer catches errors developer missed.
What the Founders would add today: Requirement that veto messages include detailed reasoning, empirical objections, suggested amendmentsβnot just political disagreement.
