States that meet testing requirements should have flexibility in measuring performance

States that meet No Child Left Behind testing requirements should have additional flexibility in measuring student performance.

Reasons to agree:

  1. States need to meet minimum requirements, but once kids learn how to read, and do math and science, they can spend more time on fluffy stuff like arts, music, and stuff.
