Having specific rules about how people can act (means) does a better job of producing good results

I'm looking to build a list of reasons to agree or disagree... This is all I have so far: Please help!

 

Having specific rules about how people can act (means) does a better job of producing good results, than just telling everyone that they can justify their action, as long as they mean well (or have good "end").

Reasons to agree:

  1. People are always going to be able to justify their own actions, because they always view their own motivation as pure, or their needs as being more important than other people's needs. However, having rules that apply to everyone works better.
